This is a serious issue that goes beyond the cost of the alcohol. It is best to limit the amount that can be served to protect the lives of those driving home. You can offer an open bar (charging provides an automatic limit) and let the bartender monitor things. Or you can place a few bottles of wine on each table. Another option is to use servers who will carry wine to the tables and refill glasses.
